I've spent hours searching many forums, including this one, looking for an answer to my problem. What's happening is that when I launch the game and click the 'Play' button, it'll try to load the software and then a few seconds later, it'll restart the application and show me the launch window again. I've uninstalled and reinstalled the game 3 tiimes. In fact, for the last one, I followed these instructions to be sure it there wasn't an issue with installing the update:

If you are having problems with the 1.7 Patch, then you're using 'Game of the Year Edition'.
To fix it, uninstall Fallout 3 by inserting DVD1 and running setup, selecting remove (you will have the option to keep your saved games!).
Then goto Control Panel>Programs and Features (for Windows 7 users). On the left you will see 'Turn Windows Features On or Off' - click it. Click on the [+] box next to Windows .NET Framework 3.5.1 to expand the selection and tick the two empty boxes that appear. The click OK and wait patiently until it silently installs the required features.
Once the installation is removed and you've updated the .NET framework, run setup again from DVD1 to create a clean installation. Choose a SIMPLE installation rather than custom. When this has completed, do not run the game.
Insert DVD2 and run setup. When this has completed, run the patch making sure you have dowloaded the correct one (I'm using the UK version of the game so I use the UK patch!).
WHen the patch has installed it will exit. Cancel any other messages.
Re-insert DVD1 and select Fallout 3 from Start Menu>Games.
All done and dusted!
When I go into the properties for the application file, it does say that it's at version 1.7..so I know that this isn't the issue. I also downloaded LIVE Marketplace and had that running before starting the application and that didn't do the trick either. To prevent SecuROM from blocking me from running the game, I made sure I disabled my image burner. Another thing I did was go onto the Microsoft website and update to the latest version of DirectX. Even then, I was still experiencing the same problem.
Hi,
Welcome to Microsoft Community. Your interest in Windows 10 is much appreciated.
I would suggest you to try installing the game in compatibility mode. Compatibility mode runs the program using settings from a previous version of Windows.
Follow these steps to install the drivers in compatibility mode and check if that helps.
a. Download the driver from the manufacturer’s website.
b. Right-click on the driver setup file and click on ‘properties’.
c. Click on the ‘compatibility’ tab and check the box ‘Run this program in compatibility mode for’ and select Windows 8 operating system from the drop down menu and proceed with the installation. Once this is done, restart the computer and check if the issue persists.
Keep us posted if you face any issues on windows in future. We will be glad to help you.
Thanks & Regards,AS

4 years agoJust downloaded and installed Fallout 3, GOTY Edition from Steam, and it says it can't get something 42 from xlive.dll. Google says that's Games for Windows Live which has been deprecated, but installed anyway.
There's a GfWL remover on the Fallout 3 Nexus site, but it won't run until Fallout 3 has been ran once and created its .ini, but Fallout 3 won't run until it can find GfWL. I believe I was able to remove GfWL from Fallout 3 in Windows 7, but I am not sure I am using the same tool to do so.
I tried running the latest version of the unofficial (fan) patch.
Fallout 3 Nexus says FOSE (FallOut Script Extender, required for many mods) bypasses GfWL as a matter of course, but it throws up the same error.
Compatibility mode for Windows XP (what Fallout 3 was designed for), running as administrator, nothing works.
Skyrim works just fine. Just did the opening and Helgen escape (training dungeon). Zero kills FTW. I'm a bit Skyrim'd (and Elder Scrolls'd) out, but it's still a damn fine bit of game.

Video games are one of the rare things that inculcate interest in a large audience at a breakneck pace. The simulation factor of video games is what makes it so appealing to everyone. While, playing video games, the user feels that he/she is in a different world altogether and pictures himself/herself inside of the video game. Whether it be a fighting game, bowling or any other sport for that matter, video games are very appealing to everyone.
Fallout 4 is a favorite video game that has won a lot of awards like BAFTA Games Award for Best Game in 2016, Interactive Achievement Award for Role-Playing / Massively Multiplayer Game of the year in 2015. Other accolades include Interactive Achievement Award for the Mobile game of the year in 2015, Interactive Achievement Award for the most Outstanding Achievement in Game Direction in 2015, etc. It has a robust consumer base and fans who love to play the game.

How to Fix Fallout 4 Won’t Launch
If Fallout 4 wont launch then some ways to fix it are:
Taskbar
Sometimes, the application Fallout 4 does not start, and instead the launcher keeps popping up, and it keeps saying that it’ll launch.
But then it still does not begin and goes back to the launcher, then the user should press the taskbar at the bottom of the screen of the device that the user is using, and the user should press Play.
This would load the game without the user being on the game. After loading, the user should click on the application, and it would open and work.
The method mentioned above is a tried and tested way of solving the issue Fallout 4 won’t launch and will be successful.

System File Checker
If Fallout 4 won’t launch then it can be due to the reason that the operating system does not support the updated version of the application.
In-numerous operating systems are in use worldwide, and every operating system is not in sync with Fallout 4 as there are specific requirements that the app has that need to be fulfilled by the operating system before it can work properly on it.
The user can solve the problem by clicking the search box and typing cmd. The user should then right click on cmd and should select run as administrator.
After this, the user should click on the SFC command, i.e., System File Checker which would find the part in the device or the application that is malfunctioning.
It might not correct all the issues that are being faced by the app, but it will try and find the root-cause of the problem due to which Fallout 4 won’t launch.
Disabling any protected security
One of the pervasive issues due to which Fallout 4 won’t launch is that there is security, for example – anti-virus, firewall, anti-malware, etc.
By default or manually, you may find the game Fallout 4 not running due to security reasons in a device. Most of the times, the users do not check the system preferences and settings before downloading applications.
Only when a problem or issue occurs are the configurations tested. The user should make it a point to check the settings of the device time and again to ensure proper functioning of the system and its applications.

If security is the main issue, then the user should try to disable the security that is causing problems. If there is an AMD graphics card and a Windows OS, then the user should open the task manager.

Updating the display driver
My ancestors are smiling at me. To combat the issue of Fallout won’t launch, the user can download and install Display Driver Installer (DDU) which you can use to uninstall the current display drivers in the system in use.
After the procedure is complete, the user should visit the graphics card manufacturer’s website and should install the newest versions of the drivers as the driver in use might be outdated and that can be the sole reason why the application is not launching and is showing an error.

The new drivers once installed would resolve the problem and bring the device up to date. You should restart the system, and the user should check for any other issues.
Compatibility Mode
If the screen is displaying a message Fallout 4 won’t launch, then the user should try to run the app in compatibility mode.
To do so, he/ she would have to open stream and find the app and go to its properties. Select the Local Files options, and the user should verify the integrity of Game Cache.
Scp containment breach best seeds. After this step, the user should browse through the local files and in the Fallout 4’s properties, he/ she should switch the application to compatibility mode along with choosing the operating system like Windows 7.
The last step is to check the option Run as Administrator checkbox, and save the changes. The method is likely to help tackle the problem at hand so that the user can play the game as and when desired.
Final Words
Every time there can’t be the same issue. Before adopting any particular method to correct the problem, the user should make it a point to find out the cause of the problem.
Only then would it be able to fix the issue. Contacting the makers of Fallout 4 through the helpline numbers is one option, a message or call is all it takes to make them hear the user’s problem and try to mend it any which way they possibly can.
Every application faces problems some time or the other, and thus the users of Fallout 4 should not lose heart when they encounter issues like Fallout 4 won’t launch, and they should take the required steps to mend the problem.
